It needs to decode your H265 then encode to H264 as the overall transcoding process. Briefly Apple had the 2014 Mac Mini listed as 4K capable at 60hz from the thunderbolt ports. Plex only transcodes to H264 regardless of the source files being H265. As we know, some YouTube's video are in 4K, 60fps & HDR look gorgeous.
